MANILA, Philippines—The Philippine National Police is leading toward a nationwide “firearms control” program than a total gun ban, as calls mount against the absolute ban of carrying firearms for civilians.
PNP spokesman Chief Superintendent Leonardo Espina said on Tuesday that PNP chief Director General Jesus Verzosa was more in favor of firearms control, wherein legitimate gun owners would be subjected to “certain controls,” instead of prohibiting them entirely from carrying guns.
Asked what these “controls” were, Espina said these would only be determined in the upcoming consultative summit on June 4 as part of the PNP’s National Firearms Control Program.
Various stakeholders are expected to have a dialogue to come up with the next steps after the election gun ban is lifted come June 9, Espina said.
A group, calling themselves A2S4 Coalition, rejected calls for a total gun ban.
The coalition, composed of members from gun dealers, government officials, civilians, and even the media, said in their manifesto, “The Filipino should be allowed to carry a legitimate and licensed firearm even outside his or her household or place of business.”
“Together with this privilege, we uphold responsible gun ownership…[and] oppose any attempts to permanently prohibit or ban the privilege of a Filipino to carry a licensed firearm.”
The manifesto was signed by members of the coalition, including Nereo Dionisio, vice president of the Association of Firearms and Ammunition Dealers of the Philippines; Judge Jaime Santiago, president of the Metropolitan and City Judges Association of the Philippines, and other individuals and organizations.
Meanwhile, Nueva Ecija Representative Rodolfo Antonino also rejected plans to extend the election gun ban beyond its deadline.
But Espina said all these concerns would be tackled at the upcoming firearms summit.
“We never said it’s [the matter of the gun ban] is a unilateral decision. We’ll go with the decision of the majority for the greater good,” he told reporters.

Shell, Petron roll back LPG price by P1.50/kilo
Just hours after independent cooking gas retailers said that they plan to cut prices by P1.50 a kilo, oil giants Pilipinas Shell and Petron Corp. confirmed Monday night a similar rollback on their liquefied petroleum gas (LPG) products.
Shell said its rollback on LPG (Shellane) took effect at 12:01 a.m. Tuesday, while Petron’s price reduction on its cooking gas (Gasul) would be implemented six hours later.
Since a regular cylinder of cooking gas weighs 11 kilos, the P1.50 price drop would translate to a reduction of P16.50 per tank. The rollback brings down the suggested retail price (SRP) of Shellane and Gasul to P589.
Meanwhile, cooking gas from the other remaining big oil player, Chevron Philippines (formerly Caltex), retailed for P650 as of Monday night.
Chevron was yet to announce an adjustment as of press time.

Despite the “defiance" of president-apparent Sen. Benigno Simeon “Noynoy" Aquino III, the Department of Health claimed the No-Tobacco Day activities last Monday were successful.
Health Secretary Esperanza Cabral said Tuesday her department convinced many Filipinos (at least for the whole month of May) to shun smoking, and ordered tobacco firms to place graphic warnings on cigarette packages. [See: DOH orders health info warnings on cigarette packs]

MANILA, Philippines—A labor group has urged apparent President-apparent Benigno Aquino III to persuade American lawmakers to pass a bill that seeks to revive the textile and apparel trade between the United States and the Philippines, and create thousands of new jobs in both countries.
"Mr. Aquino's powerful fresh mandate puts him in a superb position to influence key US legislators to approve the bill," said former Senator Ernesto Herrera, secretary-general of the Trade Union Congress of the Philippines (TUCP).
Herrera was referring to the bill that would allow Philippine-made garments using American fabrics greater access to the US market for men's, women's, and children's apparel, worth some $200 billion annually.
In the process, the proposed Save Our Industries Act would rescue the moribund US textile industry. However, if the US Congress fails to act on the bill, it will expire this December.
"The bill is mutually beneficial to the Philippines and the US. It will spur thousands of new jobs, both in our labor-intensive garments industry and in America's textile sector," said Herrera, former chairman of the Senate committee on labor, employment, and human resources development.
"At present, garments are already our second-largest export to the US, after semiconductors," he said in a news release.
Once Capitol Hill enacts the measure, Herrera said he is counting on a greater number of American garment makers to build new or additional factories in Manila, or to expand their existing contract-manufacturing activities here.
"They will bring in American textiles, provide gainful employment to thousands of Filipino workers who will design, cut, and sew the garments, and then export the ready-to-wear clothes back to the US," he said.
"They will be driven to do this because once their Philippine-made garments are shipped to America, they will enjoy higher margins not just because of the low cost of production here, but also owing to the reduced if not zero US tariffs," Herrera added.

Australian shot in Israel ship attack—foreign minister
SYDNEY, Australia—An Australian man was shot in the leg during a deadly raid by Israeli commandos on a Gaza-bound aid ship, Foreign Minister Stephen Smith said on Tuesday.
The man has received hospital treatment, while two Australian journalists on the flotilla were both safe after the "terrible and shocking incident," which left nine pro-Palestinian activists dead.
"We are, through our officials, strenuously trying to ascertain the whereabouts and welfare of any other Australians," Smith told public broadcaster ABC.
"We do know in the case of the two journalists that they are safe. So far as the injured Australian is concerned, he is being provided with consular assistance."
Israel has been widely condemned for the attack in international waters, which prompted Prime Minister Benjamin Netanyahu to cut short a visit to Canada and the United States where he was due to meet President Barack Obama.
Smith said Israel should launch a "credible, transparent" investigation and provide a detailed explanation.
"Firstly I think it is appropriate for Australians to deplore the violence and deplore the deaths," he said.
"Certainly Australia thinks there has to be a credible investigation. The onus is on Israel to effect a credible investigation."

Comelec proclaims Mikey's party-list group, then retracts
The Commission on Elections (Comelec) on Monday proclaimed the party-list group of Pampanga Rep. and presidential son Juan Miguel “Mikey" Arroyo — only to retract it later in the day.
Ang Galing Pinoy (AGP), which claims to represent security guards and tricycle drivers, was among the 28 party-list groups proclaimed after winning the May 10 automated elections.
Comelec Commissioner Gregorio Larrazabal cited pending disqualification cases as the reason why they retracted AGP’s proclamation.
AGP’s proclamation was booed by those present at the event.
A report on GMA Network's "24 Oras" said Mikey Arroyo is currently out of the country.
A member of AGP, meanwhile, dismissed the lukewarm reception given to them by the audience during the proclamation.
"Siguro magpe-perform na lang kami para maipakita sa mga sumuporta at bumoto sa amin na karapat-dapat kami (We'll just perform well to show our supporters that we deserve to be elected)," said Charlie Chua in an interview aired over "24 Oras."
Bayan Muna Rep. Satur Ocampo and Gabriela Rep. Liza Maza had earlier sought the disqualification of Arroyo as the group’s first nominee, saying he is not a member of the sector AGP seeks to represent.

SINGAPORE – Oil prices edged higher in Asian trade Monday as the dollar weakened against the euro, spurring investor demand for crude futures, analysts said.
New York's main contract, light sweet crude for delivery in July, added 43 cents to $74.40 a barrel while Brent North Sea crude for July was up 50 cents at $74.52.
"The oil market continues to take its directions from the financial sector," said Victor Shum, an analyst with energy consultancy Purvin and Gertz.
"The US dollar has weakened versus the euro and we see a small increase in the oil pricing correspondingly," he told AFP.
In Asian trade, the euro bought $1.2314 in Tokyo afternoon trade, up from $1.2266 in New York late Friday. It gained to 112.71 yen from 111.80 yen.
A weaker US currency makes dollar-priced oil cheaper for holders of stronger currency units, which tends to stimulate demand and lift prices.
News that Fitch Ratings had downgraded the sovereign debt of Spain to AA+ from its top AAA rating sent prices retreating on Friday after recovering stock markets and positive data on the US energy market had helped boost sentiment.
With markets in the United States and Britain closed for a public holiday on Monday, trading is expected to be thin, said David Moore, a commodity strategist with the Commonwealth Bank of Australia in Sydney.
Moore added investors will watch for data from the Institute for Supply Management Tuesday on the pace of US manufacturing growth to gauge the impact of the eurozone debt woes on the world's largest economy and oil consumer.

Arroyo starts packing, will be out of Palace before noon of June 30
Outgoing President Gloria Macapagal-Arroyo has started packing in preparation for her departure from Malacañang on June 30, a Malacañang official said on Monday.
“Even before noon June 30, she (President Arroyo) should be on her way out of Malacanang," said Presidential Management Staff chief Elena Bautista-Horn.
Philippine law states that the president and his co-terminus officials should vacate Malacañang before 12 noon of June 30 to give way for the incoming leader and his new staff.
Sen. Benigno “Noynoy" Aquino III, who is likely to win the presidency based on unofficial tally of votes cast last May 10, has earlier said that he would rather stay in their house in Times Street in Quezon City than in Malacañang if elected president.
Bautista-Horn said they respect Aquino’s decision if he wants to reside outside the Palace. “It is up to Senator Aquino wherever he decided to reside once he took his oath of office on June 30 as the newly elected President."
The Arlegui Premier State Guest House, where the president usually holds office, is already being prepared in case Aquino decides to reside within the Malacañang compound, Bautista-Horn said.
“If the incoming President wanted to stay in their residence or live in a condominium then it is up to him but we will still prepared the Arlegui guest house if ever the incoming President changes his mind and stays here instead of the main Palace," she said.
Bautista said President Arroyo, who was elected representative of Pampanga’s second district at the House of Representatives, would reside either in her family residence in La Vista subdivision in Quezon City or in the old Forbes Park home of her parents.

Inabanga sets up local Monitoring board on HR
PEACE advocates here found new recruits in the members of half of Inabanga’s 50 barangays as the government and civil society organized human rights (HR) violations watchgroup here.
In its recent efforts to enlarge the peace ripples here, the municipal peace and order council (MPOC) along with barangay captains warmly welcomed the Bohol Local Monitoring Board in launching the local human rights complaint receiving body in the town and its neighboring areas.
The LMB in Bohol was set up to help monitor compliance by the agents of the state and the Communist Party of the Philippines/New People’s Army/National Democratic Front on the Comprehensive Agreements on the Respect for Human Rights and the International Humanitarian Law (CARHRIHL).
CARHRIHL is one of the key agreements entered into by both conflicting parties in the 35 year old struggle to find peace in the country.
In Inabanga, 25 of its 50 barangays with prevalent cases of human rights violations got into the LMB orientation given by Bohol LMB.
Bohol LMB coordinator Romeo Teruel led the board composed of government and civil society agents in giving the proper orientation to the community.
The orientation cascades the roles and responsibilities of the members of the local LMB, which has been institutionalized by an executive order issued by Governor Erico Aumentado.
By the same executive order, Bohol can now set up around six local LMBs, two per district. Aside from Inabanga, District 2 also has an LMB set up in Talibon while District 1 has Catigbian and Loon and District 3 has Mabini and Carmen.
Mayor Jose Jono Jumamoy said he welcomed the development even as he aggressively campaigns for cottage industries translating to more jobs and better hopes for his people who have shown excellence in crafts over time.
Peace, he said is not just the absence of war but having the capability to make out for their lives and living with the means to cover their basic needs.
Historically the hometown of a local hero Francisco Dagohoy, Inabanga has eloquently shouted that the town is home to freedom and peace fighters.

In Inabanga, 25 of its 50 barangays with prevalent cases of human rights violations got into the LMB orientation given by Bohol LMB.
Bohol LMB coordinator Romeo Teruel led the board composed of government and civil society agents in giving the proper orientation to the community.
The orientation cascades the roles and responsibilities of the members of the local LMB, which has been institutionalized by an executive order issued by Governor Erico Aumentado.
By the same executive order, Bohol can now set up around six local LMBs, two per district. Aside from Inabanga, District 2 also has an LMB set up in Talibon while District 1 has Catigbian and Loon and District 3 has Mabini and Carmen.
Mayor Jose Jono Jumamoy said he welcomed the development even as he aggressively campaigns for cottage industries translating to more jobs and better hopes for his people who have shown excellence in crafts over time.
Peace, he said is not just the absence of war but having the capability to make out for their lives and living with the means to cover their basic needs.
Historically the hometown of a local hero Francisco Dagohoy, Inabanga has eloquently shouted that the town is home to freedom and peace fighters.

Void Mitra victory, SC urged
MANILA, Philippines—The Supreme Court has been asked to nullify the proclamation of Palawan governor-elect Abraham Mitra since he had been disqualified by the Commission on Elections (Comelec) prior to the May 10 polls for failure to meet residency requirements.
Palawan residents Antonio Gonzales and Orlando Balbon Jr., who had questioned Mitra’s qualifications before the Comelec, this time pressed their case in the high court, saying that Mitra violated election laws and should be disqualified despite winning the gubernatorial race.
In a supplemental comment filed with the tribunal on May 26, Gonzales and Balbon cited a Supreme Court ruling that nullified the proclamation of a mayor who won election in 2007 and who had been earlier disqualified by the Comelec.
They pointed out that the high court had unanimously held that a winning candidate’s “disqualification must stand because the rule of law, as framed by Congress representing the national will, must prevail over the will of the people in a given locality.”
The Comelec disqualified Mitra as a gubernatorial candidate despite his having been a three-term congressman representing the second district of Palawan after he failed to support his claim that he was now a resident of Aborlan town.
As a representative he had lived in Puerto Princesa City but the city is a separate entity from the province of Palawan which he will serve as governor, according to those opposed to him.
Mitra continued his campaign for governor after he was able to secure a status quo order from the Supreme Court three days before May 10, which in effect stayed the Comelec’s disqualification order.

Roadside blast kills soldier, hurt 7 others in Davao City
ZAMBOANGA CITY, Philippines – Communist rebels killed a government soldier and wounded seven others in a firefight in Davao City in the southern Philippines, an Army official said Sunday.
The official said the soldier was killed in a roadside blast in Sibulan village in Toril District over the weekend, while soldiers were pursuing New People’s Army (NPA) insurgents.
“The death of our soldier only embolden the rest of the fighting troops to strive without let-up in bringing to justice those responsible in the attacks against the people," said Army Captain Emmanuel Garcia, a spokesman for the 10th Infantry Division.
He said troops clashed with rebels three times earlier on Sunday after villagers tipped off the military about the presence of insurgents in the area.
“Our troops suffered casualties due to the improvised explosive device which the terrorist blew up along the way. The use of IED by the NPA shows their treacherous method as a terrorist organization. It is an utter disregard to the safety of non-combatants to place IED along the way where ordinary people might get hurt as in many previous incidents in the region attest," Garcia said.
The NPA is fighting for decades now for the establishment of a separate Maoist state in the country. Peace talks with manila had collapsed in 2004 after the NPA, the military wing of the outlawed Communist Party of the Philippines, accused President Gloria Macapagal-Arroyo of reneging on several agreements, among them the release of all political prisoners in the country.

Sex and the City 2: Our Review
We had low expectations for Sex and the City 2 because the trailer portrayed the plot as slim and the early reviews cut it no slack, so we were surprised we enjoyed it as much as we did. Of course, there's no denying we are gaga for fashion, the New York lifestyle, and the importance of a handful of close girlfriends.
We went to a screening on Wednesday night sponsored by Coty and Sarah Jessica Parker's new fragrance SJPNYC. In our eyes, the two biggest stars of this movie were the fashion and the locations. You couldn't count SJP's outfits, in fact it would make a good drinking game. We spent lots of time over dinner dissecting the movie's styles so the fashion made its impression on us.
After an awkward beginning where contrived plot lines and tired banter jostled us around aimlessly, our fave foursome takes off on a first class trip to Abu Dhabi (Morocco was beautiful in the role of Abu Dhabi). The girls stayed in the Amanenja hotel and scenes with Aidan were shot at the new Mandarin Oriental.
The plot thickened in the last twenty minutes or so and carried the girls back home and back to their lives. We wish the entire movie were more clever and engaging; but we still encourage all of our girlfriends to go; but do your better halves a favor and leave them behind. Unless they're fans of haute couture and scantily clad Australian jocks, the payback would be too big.

On Our Radar: The Carlton Hotel NYC
On Wednesday night, we booked a double room at the The Carlton, a Preferred Hotel and Resort in Midtown right off of Madison Square Park. It's close to Penn Station, which would have been great had our cab driver not taken us on a long tour of the city (there was a mix-up with the address). The lobby was impressive, as we had expected. We were running late and unfortunately the hotel restaurant, Country, wasn't serving lunch.
Our first guest room was stylish and contemporary, though small for the four us. Our luck changed when the air conditioner conked out. After a call to the front desk and a visit from the service technician, we were shuttled up to the Empire Suite which had a much bigger bedroom, a huge sitting area with a long dining table and best of all: a view of the Empire State Building.
We recommend the Carlton for its location, the attentiveness of the staff, the comfortable rooms, and the good sized bathrooms.

Evidence needed in poll fraud claims--solon
MANILA, Philippines -- Statements made by a witness and a former censors chief in the media about alleged fraud in the May 10 national elections should be backed up by evidence, Makati Representative Teodoro Locsin Jr. said Friday at the resumption of the hearing by the House committee on electoral reforms and suffrage, of which the lawmaker is chairman.
The masked man, whom Locsin has called a "koala bear," claimed that votes were shaved from the total votes of administration candidates Gilbert Teodoro and former President Joseph Estrada in favor of another presidential candidate.
Manoling Morato, former censors chief, who appeared before the committee Wednesday, said seven men who introduced themselves as Commission on Elections officials approached him and offered their services to help Teodoro gain votes.

Palace chides critics of Ombudsman decision on ZTE mess
Malacañang chided its critics Friday for raising doubts about the justice system after Ombudsman Merceditas Gutierrez cleared the outgoing First Couple from the $329.48-million ZTE broadband deal mess.
Deputy presidential spokesman Gary Olivar said critics doubting the Ombudsman’s decision on the ZTE mess can save their grievances for the next administration.
“Yan ang dapat isipin ng tao, di kung kailan gusto nila idamay ang this or that, masusunod sila, at kung di masusunod, sasabihin nila may failure of justice, di tama yan. Dapat mangibabaw ang justice system at rules dito (That’s what people should consider, instead of wanting to drag down this or that person whenever they feel like it, and when it doesn’t happen, they will say there’s failure of justice. That’s not right. The justice system and its rules must prevail)," Olivar said in an interview on dwIZ radio.
Besides, he said even the Senate Blue Ribbon Committee found no basis to include outgoing President and incoming Pampanga Rep. Gloria Macapagal-Arroyo in the list of people to be charged.
He noted the Senate has less stringent rules on evidence than the regular courts.
Ombudsman Merceditas Gutierrez had ordered charges filed against former Commission on Elections chairman Benjamin Abalos and Social Security System head Romulo Neri for the ZTE mess.
The Ombudsman also ordered the immediate suspension of Neri after it dismissed his appeal of an earlier ruling recommending the filing of graft and administrative charges against him and Abalos.
But it cleared outgoing President Gloria Macapagal-Arroyo from the charges, citing her presidential immunity. First Gentleman Jose Miguel Arroyo, a law school classmate of Gutierrez, was absolved due to lack of probable cause.
Malacañang’s critics, including some Catholic Church officials, voiced doubts over the decision, saying it should have included people higher than Neri and Abalos.
“We have to stop, di dapat natin pangunahan ang justice system (We have to stop this. We cannot preempt the justice system)," Olivar said.
On the other hand, Olivar said the next developments on the case will likely unfold under the next administration, which takes over on June 30.
“Ang detalye nito, in the next few months magkaroon ng katuluyan at tingnan natin saan hahantong ang prosesong ito (In the next few months the details of the case will continue to unfold, and we will see where the process leads)," he said.
Meanwhile, Olivar laughed off Senate minority leader Aquilino Pimentel Jr.’s claim that the Ombudsman’s “last-minute" decision was a peace offering of sorts to the incoming administration.
“Interesting ang statement pero ang importante ang pagsulong ng ganitong proseso, di dapat bahiran ng political consideration (That is an interesting statement but what’s important is that our pursuing the process is not tainted by political considerations)," he said.
On Thursday, senior Catholic Church officials questioned the Ombudsman’s decision to link only a few officials to the ZTE mess.
Former Catholic Bishops’ Conference of the Philippines president and Jaro Archbishop Angel Lagdameo said government has much to do in proving its sincerity against graft.
Lagdameo said Abalos and Neri, then National Economic and Development Authority director general, may have gotten “instructions" from someone higher up.
“My question is from whom will Abalos and Neri receive commands? For me, it seems that they were only instrumental," said Lagdameo in an article on the CBCP news site.
Lagdameo also said he expects more information to surface when the two accused face the court.
“I urge them to face the accusation and tell the truth… they are bound to tell the truth," he said.
Meanwhile, the Association of Major Religious Superiors of the Philippines (AMRSP) is pinning its hopes on the new president to address the situation.
AMRSP co-chairwoman Sr. Mary John Mananzan said that she is hoping president apparent Sen. Benigno Aquino III, would be able to keep his promise and fight corruption.
“That was what he (Aquino) promised that he would change the system and that he would fight corruption. The Office of the Ombudsman is one of the hubs of corruption…We look forward to a President Aquino administration," she said.
Mananzan, providing sanctuary to ZTE star witness Rodolfo Noel Lozada Jr., believed that the Ombudsman should not have cleared Mr. Arroyo of graft charges.
“He (Mr. Arroyo) is involved (in the NBN-ZTE deal). They are stupid if they say that he is not involved…He is more responsible because he is on the top," the AMRSP official said.

On Thursday, senior Catholic Church officials questioned the Ombudsman’s decision to link only a few officials to the ZTE mess.
Former Catholic Bishops’ Conference of the Philippines president and Jaro Archbishop Angel Lagdameo said government has much to do in proving its sincerity against graft.
Lagdameo said Abalos and Neri, then National Economic and Development Authority director general, may have gotten “instructions" from someone higher up.
“My question is from whom will Abalos and Neri receive commands? For me, it seems that they were only instrumental," said Lagdameo in an article on the CBCP news site.
Lagdameo also said he expects more information to surface when the two accused face the court.
“I urge them to face the accusation and tell the truth… they are bound to tell the truth," he said.
Meanwhile, the Association of Major Religious Superiors of the Philippines (AMRSP) is pinning its hopes on the new president to address the situation.
AMRSP co-chairwoman Sr. Mary John Mananzan said that she is hoping president apparent Sen. Benigno Aquino III, would be able to keep his promise and fight corruption.
“That was what he (Aquino) promised that he would change the system and that he would fight corruption. The Office of the Ombudsman is one of the hubs of corruption…We look forward to a President Aquino administration," she said.
Mananzan, providing sanctuary to ZTE star witness Rodolfo Noel Lozada Jr., believed that the Ombudsman should not have cleared Mr. Arroyo of graft charges.
“He (Mr. Arroyo) is involved (in the NBN-ZTE deal). They are stupid if they say that he is not involved…He is more responsible because he is on the top," the AMRSP official said.

The Professional Regulation Commission has released the Marine Engineer Officer board exam results as PRC announced that 1,047 out of 1,901 examinees passed the various grades of the written phase licensure exams given by the Board for Marine Engineer Officers in Manila.

Bangladesh, Indonesia, Iran top world disaster risk rankings
PARIS – Bangladesh, Indonesia and Iran are the countries that are the most vulnerable to natural disasters, according to a study released on Thursday.
Asia's twin giants, China and India, join them in the 15 countries that, out of 229, are rated as "extreme" risk.
The Natural Disasters Risk Index (NDRI) is compiled by a British risk advisory firm, Maplecroft, on the basis of disasters that occurred from 1980 to 2010.
It draws on a basket of indicators, including the number and frequency of these events, the total deaths that were caused and the death toll as a proportion of the country's population.
Disasters include earthquakes, volcanic eruptions, tsunamis, storms, flooding, drought, landslides, heatwaves and epidemics.
"Poverty is an important factor in countries where both the frequency and impacts of natural disasters are severe," said Maplecroft's environmental analyst, Anna Moss.
"Poor infrastructure, plus dense overcrowding in high-risk areas like flood plains, river banks, steep slopes and reclaimed land, continually result in high casualty figures."
According to the NDRI's figures, Bangladesh has suffered more than 191,000 fatalities as a result of natural disasters in the past 30 years, and Indonesia a nearly equal number, the vast majority of which were inflicted by the December 2004 tsunami.
In Iran, the big vulnerability factor is earthquakes, which claimed 74,000 lives over this period.
India, ranked 11th, lost 141,000 lives -- including 50,000 to earthquakes, 40,000 to floods, 15,000 to epidemics and 23,000 to storms -- while the tally in China, rated 12th, was 148,000 lives, of which 87,000 were lost in the 2008 Sichuan quake.
Three G8 countries are considered "high risk," the next category down from "extreme."
They are France (17th in the overall rankings) and Italy (18th), which were hit by killer heatwaves in 2003 and 2006, and the United States (37th), whacked by Hurricane Katrina in 2005.
The countries least at risk are Andorra, Bahrain, Gibraltar, Liechtenstein, Malta, Monaco, Qatar, San Marino and the United Arab Emirates.
Moss pointed to experts' warnings of the impact of climate change on rainfall. Disruption of weather patterns is predicted to lead to more frequent and bigger episodes of drought and flood.
"Our research highlights the need for even the wealthiest countries to focus on disaster risk reduction," she said.
