Kristen Stewart actually looked so pretty as compared to her usual goth self while doing press in Sydney, Australia for the upcoming Twilight Eclipse saga, we had to find out what makeup she used. Mark Celebrity Makeup Artist Mai Quynh gave us the dish:

”I started by applying mark For Goodness Face Antioxidant Skin Moisturizing Lotion SPF 30 to Kristen’s skin as a moisturizing base.  I followed by applying mark Face Xpert Flawless Touch Makeup in Nude with the mark Foundation Brush to even out her skintone.  Next, I used mark Good Riddance Hook Up Concealer in Fair/Light around her nose and under her eyes to even out her complexion and mark Powder Buff Natural Skin Foundation in Nude to set her face.  To liven up her cheeks, I dusted mark Good Glowing Mosaic Blush Custom Color Palette in Hush Baby using the mark Angled Contour Face Brush.”

Eyes
“To bring out Kristen’s eyes, I started by smudging mark I-mark Custom Pick Eyeshadow in Retro Peacock layered with Corset to the lids.  I used the mark Hook Up Eye Shadow Brush to apply the color and then the mark Angled Contour Eye Shadow Brush to blend upwards towards the brows.  I then lined the inner rim of her eyes with mark Eyemarker Color On Line in Enchanted Forest.  I finished off her smokey eye by smudging mark I-mark Custom Pick Eyeshadow in Corset along the lower lashes followed by two coats of mark Make It Big Lash Plumping Mascara in Raven.”

Lips
“I wanted Kristen to have a simple pink lip to balance her dramatic smokey eyes, so I used mark Dew Drenched Moisturlicious Lip Color in Pink Posey. The lipstick is super creamy and has lots of pigment to keep Kristen’s lips moisturized and looking gorgeous throughout the night.”

US survey on teen sex: More use rhythm method for birth control

ATLANTA – A growing number of teen girls say they use the rhythm method for birth control, and more teens also think it's OK for an unmarried female to have a baby, according to a government survey released Wednesday.

The report may help explain why the teen pregnancy rate is no longer dropping like it was.
Overall, teenage use of birth control and teen attitudes toward pregnancy have remained about the same since a similar survey was done in 2002.

But there were some notable exceptions in the new survey by the Centers for Disease Control and Prevention. About 17 percent of sexually experienced teen girls say they had used the rhythm method — timing their sex to avoid fertile days to prevent getting pregnant. That's up from 11 percent in 2002.

They may have been using another form of birth control at the same time. But the increase is considered worrisome because the rhythm method doesn't work about 25 percent of the time, said Joyce Abma, the report's lead author. She's a social scientist at the CDC's National Center for Health Statistics.

The survey results were based on face-to-face interviews with nearly 2,800 teens ages 15 through 19 at their homes in the years 2006 through 2008. Trained female interviewers asked the questions.

It found that about 42 percent of never-married teens had had sex at least once in their life.

Of those teens, 98 percent said they'd used birth control at least once, with condoms being the most common choice. Those findings were about the same as in the 2002 survey.

The increase in the rhythm method may be part of the explanation for recent trends in the teen birth rate. The teen birth rate declined steadily from 1991 through 2005, but rose from 2005 to 2007. It dropped again in 2008, by 2 percent, to about 10 percent of all births.

"We've known the decline in childbearing stalled out. This report kind of fills in the why," said Bill Albert, a spokesman for the National Campaign to Prevent Teen Pregnancy.

Teen attitudes may be big part of it. Nearly 64 percent of teen boys said it's OK for an unmarried female to have a child, up from 50 percent in 2002. More than 70 percent of teen girls agreed, up from 65 percent, though the female increase was not statistically significant.

The survey was conducted at a time of some highly publicized pregnancies of unmarried teens, including Bristol Palin, the daughter of former GOP vice presidential candidate Sarah Palin, and Jamie Lynn Spears, Britney's kid sister. The 2007 movie "Juno," a happy-ending tale of a teen girl's accidental pregnancy, was popular at the time.

The term 'high and tight' as used with reference to hairstyles has its origins in the armed forces, where it is used in reference to the specific variety of the buzz cut hairstyle that members of the armed forces wear. True, many military forces in the world have stopped insisting on the high and tight haircut for all their (serving) members, but at the very least, most of the militaries in the world do expect people training with them to wear the high and tight haircut during their training courses, with many members who become accustomed to the hair and tight haircut during their training opting to keep them for the rest of their military lives and even beyond.

Don't get confused by the word 'high' on the phrase 'high and tight haircut' because in spite of being referred to as a 'high and tight hairstyle' this turns out to be one of the hairstyles that are defined by the shortness of hair worn; because the basic characteristic of the hair and tight haircut is that the wearer's hair is cropped very short indeed.

The rationale behind this arrangement, where the sides of the head are cropped short, with only the temple being left with some hair is to ensure convenient accommodation of the military helmet, which would obviously be very uncomfortable to wear if the whole head was cropped closely.

Review: The Carrie Diaries

Don't judge me, but I've been on a kick of reading high school literature of late. First there was Gossip Girl, then Twilight, next the Vampire Diaries and, most recently, The Carrie Diaries. The book focuses on Carrie as a high school senior.

Carrie is more down to earth than the crew from Gossip Girl, wearing vintage white GoGo boots on her first day of school with nary a fret about a designer label (the book is set in the 80s, before teenagers--even fictional ones--regularly wore couture). Her friends drink at parties and the local dive bar and some of the characters smoke pot, all pretty normal stuff for senior year of high school.

Turns out Carrie was a born feminist and incredibly self-aware, especially as a 17-year old. She had the same relationship with her looks as she did throughout the show, meaning she knows she is cute, but not model-material, which occasionally leads to self-doubt. I am envious of Candace Bushnell, who based the Sex and the City columns for The Observer on her real life, who now has the opportunity to go back an re-write her high school years as fiction. As someone who recently read and cringed her entire way through her diary from 8th grade, that would be a dream come true.

As for the plot of the Carrie Diaries, it's a pretty predictable tale of boys, familial angst and discovering one's passion in life. Carrie's is writing, of course, and she longs to get into the New School's summer writing program all throughout her senior year. She mentions the New School so much, I started to wonder if Candace Bushnell is getting kick backs. (I'm guessing she, or someone she or her editor loves, works there.) Seriously, she doesn't stress about getting into Brown and doesn't even mention a particular safety school, but when it comes to the summer program at the New School, it's like it's the last life boat on the Titanic.

I kept longing for one of the characters to make a cameo: Charlotte, Stanford, anyone! One finally does at the end and a sequel is reportedly in the works. My advice: Check it out from the library or wait until it's available in paperback!

3 cops die, 1 hurt in clash with communist rebels

MANILA, Philippines—A police officer was hurt in a clash with suspected members of the New People’s Army in Zambales province early Wednesday morning, police said.

Philippine National Police spokesman Chief Superintendent Leonardo Espina, citing reports from Central Luzon police, said a police unit clashed with an estimated 30 members of the communist rebels in the village of Malabon in Candelaria town at around 7 a.m.

The police unit’s team leader, identified only as a certain Inspector Dellezo, was wounded in the encounter and he was brought to the Candelaria District Hospital for treatment.

Espina said reinforcing teams arrived and engaged with the suspects, leaving three still unidentified suspects dead.

Recovered from the crime scene were various high-powered firearms and ammunition.

Census to wrap up June 11

FEW more days and the 1265 National Census on Population and Housing enumerators would be wrapping up the 2010 census data.

But National Census Office authorities here in Bohol said the data may not yet be available on June 11 but later or by the end of the year.

To this, Jessamyn Anne Alcazaren requests local leaders not to press the enumerators to share the raw data as this would have to be forwarded yet to Manila.

Please spare the census enumerators if they could not share the data yet, these would still have to be validated, Alcazaren said.

Besides, the enumerators are instructed to keep the information confidential, she explained just as the data shared by respondents are kept in privacy.

Sy 2010-11 starts Tuesday June 15

THOUSANDS of students and pupils in Bohol’s public and private schools are expected to troop back when schools open on June 15.

This too as the government revs on its Balik Eskwela campaign to keep all school-age children in schools and make the teaching venues conducive to learners.

The day, June 15 would be after the country breaks for the Independence Day holiday, which is reset on the nearest Monday after June 12, shared Bohol division office representative Auxilio Cruspero during the recent Kapihan sa PIA Thursday.

While there were initial rumors about classes opening on the 14th the Department of Education corrected the opening dates while citing an amendment of its order no. 26 series of 2010.

Paragraph 2 of the Department order no. 26 series of 2010 from the education department earlier pegged the beginning of the school year on Monday, June 14, 2010.

However, based on Presidential proclamation Number 1841, June 14 has been previously declared regular holiday being the Monday nearest June 12.

By this, the DepEd order number 69 series of 2010 came to correct the error.

DepEd Secretary Mona Valisno also affirmed that the school year 2010-2011 shall begin on Tuesday June 15, 2010 and shall end on April 8, 2011.

Over this, “there would be 202 school days inclusive of the 5 days INSET Break and the parent-teacher conference that shall be held on Saturdays following the week after the administration of the quarterly examinations,” the order reads.

According to the education authorities, the number of school days is compulsory to public elementary and secondary schools.

As to the private schools, Sec. Valisno said they may opt to deviate from the DepED school calendar but they shall not start their classes earlier than the first Monday of June and not later than the last day of August as provided in Republic Act 7797.

Lakers and Celtics renew league's greatest rivalry

LOS ANGELES (Reuters) – The National Basketball Association (NBA)'s most alluring rivalry will take center stage on Thursday when the Los Angeles Lakers host the Boston Celtics in the opening game of the NBA Finals.

But Kobe Bryant, hoping to lead the Lakers to a second straight title and 16th overall, refuses to get caught up in the hype as the franchises get set to meet in the championship round for the 12th time.

"I don't give a damn about it," the four-times NBA champion told reporters. "That's for other people to get excited about. I get excited about winning."

Both the Lakers and Celtics admit they wanted to face each other in the finals, a rematch of 2008 when Boston clinched the series with a 39-point victory in Game Six.

"The Celtics and Lakers mean more to each guy because of the history -- even the young guys know the history," said Celtics coach Doc Rivers. "You feel like when you're a Celtic, you want to defend the Celtics, and when you're a Laker, you want to defend the Lakers."

While the Lakers appeared the team to beat in the Western Conference all season, Boston limped home with a 27-27 record in the East and looked to be a longshot to reach the finals.

But Rivers' game plan was to have his team healthy for the playoffs and the suddenly chipper Celtics responded with dominating victories over Miami, Cleveland and Orlando.

Though some of Boston's reserve players have changed from 2008, the nucleus of the team remains Los Angeles native Paul Pierce, Kevin Garnett, and Ray Allen.

"I want to play against LA, I want to go there and try to win the championship in my hometown," said Pierce, who is averaging a team-leading 19.1 points in the playoffs.

"It's the rivalry, period, the motivation of being in the championship. I can pretty much put all the things that's motivational for the series in a hat and just pick one."

The Lakers insist they are a more mature team than they were in their loss to the Celtics two years ago.

"Experience," said veteran guard Derek Fisher. "Our mind-set as a team is different, for the better. We've learned more about what it takes to be the best."

The first two games are in Los Angeles before the best-of-seven series shifts to Boston, where the Celtics hope to raise their record 18th championship banner.

Boston has a 9-2 edge versus the Lakers in the finals.

"Everybody's excited. The Celtics wanted the Lakers, the Lakers wanted the Celtics," said Kevin McHale, a seven-times All-Star for Boston who is now an analyst on NBA TV.

"Everybody wanted this series so everybody should be happy. There is a lot of history. Who wins? Flip a coin on this one."

P2.6-M cocaine seized in Cavite, 1 nabbed

CAMP VICENTE LIM, Laguna- -- A kilo of high-grade cocaine amounting to P2.6 million was seized in a police buy bust operation in Imus Cavite Tuesday, the police said Wednesday.

One of the suspects identified as Arnold Alima was arrested after selling the illegal drug contained in four sealed plastic bags to a police posing as a buyer at around 3:30 a.m. in Barangay (village) Tanzang Luma, Cavite, said Senior Superintendent Primitivo Tabujara, provincial police director, in a text message.

Two other suspects identified only through their aliases “Nancy” and “Garcia” sensed the entrapment operation and were able to escape the arrest onboard a Honda Civic car with plate number NAN-24.

Police conducted pursuit operations by establishing checkpoints along Aguinaldo Highway in Cavite.

Chief Superintendent Rolando Añonuevo, Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) police director, in a statement, said police and drug agents were alerted about the recovered drugs, which could be part of the reported huge amount of cocaine that were delivered in Samar and Bicol last month and were now being peddled in Manila and nearby provinces

The Professional Regulation Commission has released the Electrical Engineer board exam results as PRC announced that 3 Professional Electrical Engineers; 457 out of 1,611 Registered Electrical Engineers; and 539 out of 1,408 Registered Master Electricians passed the May 2010 licensure exams given by the Board of Electrical Engineering in Manila, Baguio, Cagayan De Oro, Cebu, Davao, Iloilo and Legazpi. The results of examination with respect to one (1) examinee were withheld pending final determination of his liabilities under the rules and regulations governing licensure examination.

For our SATC 2 screening/my birthday extravaganza, we decided to try renting dresses from RentTheRunway.com. The idea is pretty simple:  You register, peruse the available dresses, request the dress, two sizes (to ensure fit) are sent to your door on the desired date, you wear it, then return it after 4 or 8 days in the provided postage-paid envelope. In actuality, here's how it went:

A friend tipped us off that when you rent one dress, you get the second of equal or lesser value for $25. So Hope and I decided to rent our dresses together to take advantage of the savings. Searching the dresses is easy and fun. I love that they have it broken down by category: Beach Vacation, Birthday, Cocktail Party, designer and price. I started by searching under "Birthday".

Deciding on the dress to rent was a little more challenging. I wanted something that I would look hot in, that fit me well (without my trying it on), that was a good value and that was a little outrageous since I would only be wearing it once. After much back and forth, I decided on this purple one-shoulder Halston Heritage dress. Since we were seeing SATC 2, I thought it would be fun to pay homage to SJP as Halston's new creative director. Rent the Runway even has the white dress SJP/Carrie wears in the opening scene of the movie, but it seemed a little cheesy to wear that to the flick.

Our total was $100, which included shipping and insurance. We excitedly awaited the delivery of our rental dress and jumpsuit. However, the day before the dresses were due to ship, we were told that one of my sizes in the purple Halston dress wasn't available. To make up for it, Rent the Runway said I could order any dress off the site, regardless of price. This has actually happened to two of our other friends with Rent the Runway.

I considered a tight, Hervé Leger number, but having worn his dresses before, I know that for my figure, they vary wildly in size and fit. Instead, I opted for this Christian Costa number, which looked flirty, fun and low cut in the front and back. The dresses and pantsuits were messengered to my apartment the next day -- a service that is offered in New York City.

This little mix up worked out to my advantage in the end, as both dresses fit. I wore the Christian Costa dress during the day to lunch. While it looked low cut on the model, on me it wasn't quite as revealing as I would have liked for a special night out. But, it was perfect with gladiator flats for lunch with the girls.

As for the Halston (pictured on me top), I was really happy with the way it fit--the ruching helped hide my figure flaws. It did have a small deodorant stain on it when I received it and the dress had pilled on one side in the front (we guessed it was from a bracelet or sequined bag).

Hope's jumpsuit fit better than expected.  On the site, it appeared there may be a too-short situation; but luckily, it was longer than she thought.  Hope loved the way the silk pants tossed around her legs all night. The only draw back was that she did need to iron the jumpsuit before we went out, so it wasn't ready to wear.

When it came time to send the dresses back, I was definitely a little sad to pack them up. But my credit card is still in one piece. Rent the Runway is an elegant option if you're headed to a lot of weddings this summer, frequently go to black tie events with the same crowd, are photographed a lot (nearly unavoidable in this Facebook-age) or just want to dip your toe into new style waters.

We would love to tell you exactly what we think about the new Tom Ford Lipsticks, but we haven't been able to bring ourselves to mar the museum-worthy packaging! The lipsticks are made with murumuru butter and soja seed so that even though they are extra-saturated with color, your lips are still kissably enticing. The scent is slightly sweet, almost like a Nilla Wafer. The line has 12 shades: 4 nudes, 4 bolds and 4 dramatic hues. If we were to try them out, we would start with Blush Nude and work our way down the line. For now, we're putting it in our lipstick collection along with the Chanel Rouge Coco bag.

Comelec: No clues yet on source of 'Hello Nico' tape

The Commission on Elections (Comelec) has yet to identify the source of the supposed taped conversation between Interior Secretary Ronaldo Puno and Commissioner Nicodemo Ferrer regarding an alleged plot to rig the May 10 automated polls.

Comelec chairman Jose Melo said multiple “layers" on the website where the conversation was originally posted made it difficult for the Department of Justice (DOJ) and the National Bureau of Investigation (NBI) to determine the source.

"Wala pa kasi nga may layering (We have no clues yet because there are so many layers to the website)," he told reporters in a chance interview Tuesday.

He said the multiple layering only showed that the people behind the website intended to keep their identities secret.

"Talagang tinatago (Their identities are well-hidden), there is an intention to hide," Melo said.

Melo reiterated that Ferrer and the other commissioners were not involved in any plot to manipulate the recent elections. Ferrer had earlier said that he has never talked to Puno in his life. Puno had likewise denied talking to Ferrer.

Melo said that like Ferrer, the commission might file charges against the culprit once he or she is identified. "Pwede natin idemanda, dinadawit ang mga tao ditong inosente (We can file charges, they are tagging innocent people here)," he said.

The Comelec has tasked the DOJ to investigate the alleged taped conversation. DOJ acting secretary Alberto Agra met with Melo early Tuesday about the matter.

In 2004, a conversation about alleged vote-rigging between a woman presumed to be President Gloria Macapagal-Arroyo and a man presumed to be then Commissioner Virgilio Garcillano was recorded on tape. When it surfaced in 2005, it became known as the "Hello Garci" controversy.

Better than 'Sex,' 3-D 'Shrek' tops box office again

LOS ANGELES—"Shrek Forever After," the first 3-D sequel about the gentle green ogre showed its staying power Monday, hanging onto the North American box office top spot for a second week, final data showed.

The fourth film of the Mike Myers-voiced animated series took in $55.6 million over the weekend, according to figures released by box office tracker Exhibitor Relations on Monday.

The movie beat out competition from new releases "Prince of Persia: The Sands of Time" and "Sex and the City 2," which took the number two and number three box office spots respectively.

"Prince of Persia," a movie adapted from a video game series, starring Jake Gyllenhaal and Ben Kingsley, took $37.8 million in its first week in theaters.

"Sex and the City 2," the sequel movie following the love lives of the four girlfriends at the heart of the hugely popular television show, earned $37.1 million in receipts, despite dismal reviews.

Down two spots to number four was "Iron Man 2," featuring Robert Downey Jr. as unconventional super hero Tony Stark, which took in $20.3 million to bring its four-week earnings to a massive $278.8 million.

"Robin Hood," starring Russell Crowe as the legendary English outlaw, also fell two places, taking the number six spot with $13.6 million in weekend box office receipts.

The romantic drama "Letters to Juliet" took sixth place with 7.3 million dollars, ahead of romantic comedy "Just Wright," with a duo of rapper-actors Queen Latifah and Common, at $2.7 million.

In the number eight spot was "Date Night," starring comedy hot shots Tina Fey and Steve Carrell, which managed to rake in $2.3 million in its eighth week in theaters.

Down to ninth place was Saturday Night Live-inspired "MacGruber," which fell three places in its second week of release, earning $1.9 million.

Rounding out the top ten was "How to Train Your Dragon," an animated children's film, which took in 1.4 million dollars, bringing its 10 week total to $213 million.

PNP for ‘firearms control’ vs. total gun ban

MANILA, Philippines—The Philippine National Police is leading toward a nationwide “firearms control” program than a total gun ban, as calls mount against the absolute ban of carrying firearms for civilians.

PNP spokesman Chief Superintendent Leonardo Espina said on Tuesday that PNP chief Director General Jesus Verzosa was more in favor of firearms control, wherein legitimate gun owners would be subjected to “certain controls,” instead of prohibiting them entirely from carrying guns.

Asked what these “controls” were, Espina said these would only be determined in the upcoming consultative summit on June 4 as part of the PNP’s National Firearms Control Program.

Various stakeholders are expected to have a dialogue to come up with the next steps after the election gun ban is lifted come June 9, Espina said.

A group, calling themselves A2S4 Coalition, rejected calls for a total gun ban.

The coalition, composed of members from gun dealers, government officials, civilians, and even the media, said in their manifesto, “The Filipino should be allowed to carry a legitimate and licensed firearm even outside his or her household or place of business.”

“Together with this privilege, we uphold responsible gun ownership…[and] oppose any attempts to permanently prohibit or ban the privilege of a Filipino to carry a licensed firearm.”

The manifesto was signed by members of the coalition, including Nereo Dionisio, vice president of the Association of Firearms and Ammunition Dealers of the Philippines; Judge Jaime Santiago, president of the Metropolitan and City Judges Association of the Philippines, and other individuals and organizations.

Meanwhile, Nueva Ecija Representative Rodolfo Antonino also rejected plans to extend the election gun ban beyond its deadline.

But Espina said all these concerns would be tackled at the upcoming firearms summit.

“We never said it’s [the matter of the gun ban] is a unilateral decision. We’ll go with the decision of the majority for the greater good,” he told reporters.

Shell, Petron roll back LPG price by P1.50/kilo

Just hours after independent cooking gas retailers said that they plan to cut prices by P1.50 a kilo, oil giants Pilipinas Shell and Petron Corp. confirmed Monday night a similar rollback on their liquefied petroleum gas (LPG) products.

Shell said its rollback on LPG (Shellane) took effect at 12:01 a.m. Tuesday, while Petron’s price reduction on its cooking gas (Gasul) would be implemented six hours later.

Since a regular cylinder of cooking gas weighs 11 kilos, the P1.50 price drop would translate to a reduction of P16.50 per tank. The rollback brings down the suggested retail price (SRP) of Shellane and Gasul to P589.

Meanwhile, cooking gas from the other remaining big oil player, Chevron Philippines (formerly Caltex), retailed for P650 as of Monday night.

Chevron was yet to announce an adjustment as of press time.

Monday morning, LPG Marketers Association (LPGMA) President Arnel Ty said that the group is looking to drop their product prices between P1 and P1.50 a kilo sometime this month.

Even without Noynoy, no-tobacco day a success – DOH

Despite the “defiance" of president-apparent Sen. Benigno Simeon “Noynoy" Aquino III, the Department of Health claimed the No-Tobacco Day activities last Monday were successful.

Health Secretary Esperanza Cabral said Tuesday her department convinced many Filipinos (at least for the whole month of May) to shun smoking, and ordered tobacco firms to place graphic warnings on cigarette packages. [See: DOH orders health info warnings on cigarette packs]

“Maayos naman. Ang buong buwan ng Mayo, nagkaroon ng kampanya against smoking, kasama paglabas ng administrative order na maglagay ng graphic health information sa sigarilyo at alisin ang misleading descriptor like low tar, light at mild (No-Tobacco Day was a success. During the entire month of May, we had a fruitful campaign against smoking, and we issued an administrative order to place graphic health information on cigarettes. We also had the tobacco firms remove misleading descriptors like low tar, light and mild)," Cabral said in an interview on dwIZ radio.

The leading presidential bet had said he is not inclined to quit his habit at this time, saying it may put added pressure on him and affect his decisions.

“Karapatan niya yan, basta wala siya sa harap ng ibang tao at di niya naha-harm ang mga iyan (That is his right, so long as he does not smoke in front of others or harm them with his smoking)," Cabral said.

In the meantime, she said the DOH will continue to give advisories on radio, television and newspapers that smoking is dangerous to one’s health.

Arabs demand independent probe of Israeli raid

UNITED NATIONS — The U.N. Security Council held an emergency meeting Monday on Israel's deadly commando raid on ships taking humanitarian aid to the blockaded Gaza Strip, with the Palestinians and Arab nations demanding condemnation and an independent investigation.

The Palestinians and Arabs, backed by a number of council members including Turkey, also called for Israel to lift the blockade on Gaza, immediately release the ships and humanitarian activists, and allow them to deliver their goods.

Assistant Secretary-General Oscar Fernandez-Taranco said in his briefing to the U.N.'s most powerful body that the early morning bloodshed on Monday would have been avoided "if repeated calls on Israel to end the counterproductive and unacceptable blockade of Gaza had been heeded,"

Turkey's Foreign Minister Ahmet Davutoglu, whose country had been a longtime Muslim ally of Israel, called the raid "banditry and piracy" on the high seas and "murder conducted by a state." He urged the council to adopt a presidential statement circulated by Turkey.

Urge US lawmakers to revive textile trade with RP

MANILA, Philippines—A labor group has urged apparent President-apparent Benigno Aquino III to persuade American lawmakers to pass a bill that seeks to revive the textile and apparel trade between the United States and the Philippines, and create thousands of new jobs in both countries.

"Mr. Aquino's powerful fresh mandate puts him in a superb position to influence key US legislators to approve the bill," said former Senator Ernesto Herrera, secretary-general of the Trade Union Congress of the Philippines (TUCP).

Herrera was referring to the bill that would allow Philippine-made garments using American fabrics greater access to the US market for men's, women's, and children's apparel, worth some $200 billion annually.

In the process, the proposed Save Our Industries Act would rescue the moribund US textile industry. However, if the US Congress fails to act on the bill, it will expire this December.

"The bill is mutually beneficial to the Philippines and the US. It will spur thousands of new jobs, both in our labor-intensive garments industry and in America's textile sector," said Herrera, former chairman of the Senate committee on labor, employment, and human resources development.

"At present, garments are already our second-largest export to the US, after semiconductors," he said in a news release.

Once Capitol Hill enacts the measure, Herrera said he is counting on a greater number of American garment makers to build new or additional factories in Manila, or to expand their existing contract-manufacturing activities here.

"They will bring in American textiles, provide gainful employment to thousands of Filipino workers who will design, cut, and sew the garments, and then export the ready-to-wear clothes back to the US," he said.

"They will be driven to do this because once their Philippine-made garments are shipped to America, they will enjoy higher margins not just because of the low cost of production here, but also owing to the reduced if not zero US tariffs," Herrera added.

The American firms likely to be drawn to the Philippines include Polo Ralph Lauren Corp., Levi-Strauss & Co., Guess? Urge US lawmakers to revive textile trade with RP

MANILA, Philippines—A labor group has urged apparent President-apparent Benigno Aquino III to persuade American lawmakers to pass a bill that seeks to revive the textile and apparel trade between the United States and the Philippines, and create thousands of new jobs in both countries.

"Mr. Aquino's powerful fresh mandate puts him in a superb position to influence key US legislators to approve the bill," said former Senator Ernesto Herrera, secretary-general of the Trade Union Congress of the Philippines (TUCP).

Herrera was referring to the bill that would allow Philippine-made garments using American fabrics greater access to the US market for men's, women's, and children's apparel, worth some $200 billion annually.

In the process, the proposed Save Our Industries Act would rescue the moribund US textile industry. However, if the US Congress fails to act on the bill, it will expire this December.

"The bill is mutually beneficial to the Philippines and the US. It will spur thousands of new jobs, both in our labor-intensive garments industry and in America's textile sector," said Herrera, former chairman of the Senate committee on labor, employment, and human resources development.

"At present, garments are already our second-largest export to the US, after semiconductors," he said in a news release.

Once Capitol Hill enacts the measure, Herrera said he is counting on a greater number of American garment makers to build new or additional factories in Manila, or to expand their existing contract-manufacturing activities here.

"They will bring in American textiles, provide gainful employment to thousands of Filipino workers who will design, cut, and sew the garments, and then export the ready-to-wear clothes back to the US," he said.

"They will be driven to do this because once their Philippine-made garments are shipped to America, they will enjoy higher margins not just because of the low cost of production here, but also owing to the reduced if not zero US tariffs," Herrera added.

Australian shot in Israel ship attack—foreign minister

SYDNEY, Australia—An Australian man was shot in the leg during a deadly raid by Israeli commandos on a Gaza-bound aid ship, Foreign Minister Stephen Smith said on Tuesday.

The man has received hospital treatment, while two Australian journalists on the flotilla were both safe after the "terrible and shocking incident," which left nine pro-Palestinian activists dead.

"We are, through our officials, strenuously trying to ascertain the whereabouts and welfare of any other Australians," Smith told public broadcaster ABC.

"We do know in the case of the two journalists that they are safe. So far as the injured Australian is concerned, he is being provided with consular assistance."

Israel has been widely condemned for the attack in international waters, which prompted Prime Minister Benjamin Netanyahu to cut short a visit to Canada and the United States where he was due to meet President Barack Obama.

Smith said Israel should launch a "credible, transparent" investigation and provide a detailed explanation.

"Firstly I think it is appropriate for Australians to deplore the violence and deplore the deaths," he said.

"Certainly Australia thinks there has to be a credible investigation. The onus is on Israel to effect a credible investigation."

Comelec proclaims Mikey's party-list group, then retracts

The Commission on Elections (Comelec) on Monday proclaimed the party-list group of Pampanga Rep. and presidential son Juan Miguel “Mikey" Arroyo — only to retract it later in the day.

Ang Galing Pinoy (AGP), which claims to represent security guards and tricycle drivers, was among the 28 party-list groups proclaimed after winning the May 10 automated elections.

Comelec Commissioner Gregorio Larrazabal cited pending disqualification cases as the reason why they retracted AGP’s proclamation.

AGP’s proclamation was booed by those present at the event.

A report on GMA Network's "24 Oras" said Mikey Arroyo is currently out of the country.

A member of AGP, meanwhile, dismissed the lukewarm reception given to them by the audience during the proclamation.

"Siguro magpe-perform na lang kami para maipakita sa mga sumuporta at bumoto sa amin na karapat-dapat kami (We'll just perform well to show our supporters that we deserve to be elected)," said Charlie Chua in an interview aired over "24 Oras."

Bayan Muna Rep. Satur Ocampo and Gabriela Rep. Liza Maza had earlier sought the disqualification of Arroyo as the group’s first nominee, saying he is not a member of the sector AGP seeks to represent.

Oil edges up as dollar weakens

SINGAPORE – Oil prices edged higher in Asian trade Monday as the dollar weakened against the euro, spurring investor demand for crude futures, analysts said.

New York's main contract, light sweet crude for delivery in July, added 43 cents to $74.40 a barrel while Brent North Sea crude for July was up 50 cents at $74.52.

"The oil market continues to take its directions from the financial sector," said Victor Shum, an analyst with energy consultancy Purvin and Gertz.

"The US dollar has weakened versus the euro and we see a small increase in the oil pricing correspondingly," he told AFP.

In Asian trade, the euro bought $1.2314 in Tokyo afternoon trade, up from $1.2266 in New York late Friday. It gained to 112.71 yen from 111.80 yen.

A weaker US currency makes dollar-priced oil cheaper for holders of stronger currency units, which tends to stimulate demand and lift prices.

News that Fitch Ratings had downgraded the sovereign debt of Spain to AA+ from its top AAA rating sent prices retreating on Friday after recovering stock markets and positive data on the US energy market had helped boost sentiment.

With markets in the United States and Britain closed for a public holiday on Monday, trading is expected to be thin, said David Moore, a commodity strategist with the Commonwealth Bank of Australia in Sydney.

Moore added investors will watch for data from the Institute for Supply Management Tuesday on the pace of US manufacturing growth to gauge the impact of the eurozone debt woes on the world's largest economy and oil consumer.

Arroyo starts packing, will be out of Palace before noon of June 30

Outgoing President Gloria Macapagal-Arroyo has started packing in preparation for her departure from Malacañang on June 30, a Malacañang official said on Monday.

“Even before noon June 30, she (President Arroyo) should be on her way out of Malacanang," said Presidential Management Staff chief Elena Bautista-Horn.

Philippine law states that the president and his co-terminus officials should vacate Malacañang before 12 noon of June 30 to give way for the incoming leader and his new staff.

Sen. Benigno “Noynoy" Aquino III, who is likely to win the presidency based on unofficial tally of votes cast last May 10, has earlier said that he would rather stay in their house in Times Street in Quezon City than in Malacañang if elected president.

Bautista-Horn said they respect Aquino’s decision if he wants to reside outside the Palace. “It is up to Senator Aquino wherever he decided to reside once he took his oath of office on June 30 as the newly elected President."

The Arlegui Premier State Guest House, where the president usually holds office, is already being prepared in case Aquino decides to reside within the Malacañang compound, Bautista-Horn said.

“If the incoming President wanted to stay in their residence or live in a condominium then it is up to him but we will still prepared the Arlegui guest house if ever the incoming President changes his mind and stays here instead of the main Palace," she said.

Bautista said President Arroyo, who was elected representative of Pampanga’s second district at the House of Representatives, would reside either in her family residence in La Vista subdivision in Quezon City or in the old Forbes Park home of her parents.

The Party-list System Act (Republic Act 7941) says that those who received at least two percent of the total votes cast for the party-list system shall be entitled to one congressional seat each while those who received more than two percent of the votes shall be entitled to additional seats in proportion to their total number of votes.

However, each party-list organization shall not be awarded more than three seats in Congress.

The Comelec has yet to receive all the votes cast for the party-list system, specifically from areas where there were failure of elections.

Included in these areas are seven municipalities of Lanao del Sur, two municipalities of Basilan, and one municipality of Sarangani - where special polls have been scheduled on June 3.

The 1987 Philippine Constitution provides that 20 percent of the seats in Congress be allotted for the sectoral representatives.
